I need SPECIFIC advice on disputing a tax lien?

I have the withdrawal in my hand from the IRS. Yet, Im pretty sure at least one and maybe all 3 still show the lien.
Part of the problem may be my county is broke and isn’t opening their mail.
What, exactly do I do to dispute it ?

If it is under 7 years old, then you do nothing. Credit reports must show all debts from the past 7 years that were ever validly shown, even if you have paid them. The only way not to have them on your credit report is to pay them on time, before they get onto your credit report.
If it is over 7 years old and has been paid, then you first contact the IRS about getting the lien lifted, and then contact each credit bureau, one at a time, about getting it removed from your credit report, after the lien is lifted.
Use the contact information that you have in your hand that is available to you for this purpose as you are the only one that can get the process started even if you have to find some face to face professional assistance for this purpose instead of wasting your time asking for SPECIFIC advice from this website at this time in your life and the tax lien situation that you find yourself in at this time in your life.

You send the withdrawal to the credit bureaus to prove it shouldn’t be on there. Done.
you probably have to contact the agency that has put the lien on your bank account
the IRS would have notified you in advance of them actually taking the money from your bank account, and you had time to dispute this before they actually did it
you need to contact the agencies that have put the liens on your assets
